These Good Luck Coins with the Swami and All-Seeing Eye were made in the United States in the 1920's and 1930's and were sold by travelling carnivals and stores.
 
The "Swami" depicted on the coin was not specifically a Hindu, Muslim, Indian, or Asian man. He was a carnival worker who usually wore a turban, gazed into a crystal ball, told fortunes, and gave advice. One carnival term for such a worker was "raghead" due to the turban he wore.
 
The emblems on the coins are standard "Good Luck" symbols of the period.

Obverse:
"Swami" or fortune teller wearing turban and gazing into crystal ball.
Swastika appears on crystal ball.

This Good Luck Coin from an insurance company uses the All-Seeing Eye on it's reverse.
It does not have the swastika, possibly it was manufactured after 1933.
